Notes from Chapter Meeting

October 6, 2004, 1:30-3:30 pm

I.                  Welcome attendees to 1st official chapter meeting (Geney)

II.              Sponsor acknowledgement:  SACOG and Nolte Associates, Inc. (Geney)

III.           Introduction of Chapter Formation Committee – Karen Beardsley, Diana Carolan, Bill DeGroff, Harold Feinberg,  Kelly Rainwater, Robyn Starr, Geney Terry, Robert Thomas, Kim Wilson, Charmaine Yeung (Geney)

IV.            Overview of remaining steps necessary to fully organize the new chapter (Geney)

I.                  Adoption of By-laws (Geney)

o         Petition for Recognition and process to acquire “organizing status” discussed; asked for show of hands of URISA National members; minimum of 10 National members needed to sign petition

o         Group opted to read the Summary of Points from the Bylaws rather than discuss each point line-by-line

o         No major concerns voiced regarding basic content of the Bylaws

o         Motion was made and seconded to adopt the Bylaws as presented

o         During discussion following the motion:

§         Suggestion made to revise the Vision Statement to be more inclusive by changing the phrase “GIS practitioners” to “urban and regional information systems practitioners”

§         Proposed change was favorable to the group

§         The jurisdiction of the chapter was questioned.  It was explained that URISA requires chapters to define their jurisdiction, and the counties listed within the Bylaws are those counties that were not previously claimed by any chapter plus the counties BAAMA relinquished to the NorCal chapter.

o         Motion was amended  by original maker to include adoption with noted changes;     Modified motion seconded

o         Vote taken: unanimously approval.

o         Changes will be made to By-law document; Petition will be written by Formation Committee, circulated for signatures and submitted to URISA Executive Director in time for Board meeting on November 6, 2004, at Annual Conference in Reno.

 

II.              General Chapter Announcements (Geney)

o         Each chapter is to have a GIS Certification contact person.  Geney Terry will fill this position.

o         URISA Annual Conference in Reno, Nevada, November 7-10, 2004

o         Survey and Membership Form – everyone asked to complete a survey; electronic version to be posted on the web site

o         Will likely need a larger room to meet in for February meeting; please provide suggestions for meeting locations

o         Future meeting dates: Tentatively scheduled for the 2nd Wednesday of February, May, August, and November.  Actual dates and times will be determined based on input from the surveys
